City of Coquitlam Development Services processes secondary suite permits in 4 to 6 weeks. The permit application requires drawings showing the suite layout, fire separation assembly, egress windows, separate entry, and mechanical provisions. Rough-in inspections cover framing, electrical, plumbing, and fire separation. The suite cannot be legally occupied until the final inspection is passed and the permit is closed. WorkSafeBC coverage is required on all Coquitlam permitted jobsites.

Coquitlam's secondary suite program does not apply to strata-governed properties — most strata corporations in Coquitlam prohibit secondary suites within individual units. The program applies to single-family detached homes in eligible residential zones. Burke Mountain HOA-governed properties should be reviewed against HOA covenants before the suite project is estimated, as some covenants restrict secondary suite construction.
