On a 2,500 square foot space that is $375,000 to $1 million. The number that decides whether the project opens on time is not the construction budget. It is the Vancouver Coastal Health plan approval, which runs 6 to 12 weeks and has to run in parallel with the building permit rather than after it.
Health Authority Requirements
Vancouver Coastal Health reviews the food facility design before any food service operation opens in Metro Vancouver. The submission is a full design package, not a form.
It includes the kitchen layout with every equipment location, handwash sink locations, material specifications for all food contact and food splash surfaces, the mechanical ventilation design for the cooking area, and the grease interceptor design. VCH issues a comment letter within 3 to 5 weeks of submission. Addressing the comments and receiving the approved plan takes another 2 to 4 weeks, which puts the total at 6 to 12 weeks.
What VCH looks for is consistent and knowable in advance. Surfaces in food contact and food splash areas must be NSF-rated or otherwise smooth, non-absorbent, and cleanable. A dedicated handwash sink must sit within the food preparation area, visible and accessible without obstruction, and it cannot double as a prep sink. The equipment list and the locations of grease-generating equipment drive the hood coverage and the interceptor sizing. Staff and customer washroom facilities are reviewed against the BC Building Code.
The final inspection happens before the food facility licence is issued and before the doors open. It confirms that what was built matches the approved plan. A handwash sink moved, a surface material substituted, a piece of equipment added, any of those requires a plan resubmission and approval before the inspection can proceed. Inspectors do not approve deviations on site, which makes mid-construction substitutions expensive in schedule terms rather than material terms.
Building Permit Process
The VCH approval has to be in hand before the City of Vancouver issues a building permit for a change of use to food service. In practice the two streams run concurrently to protect the schedule: the building permit application is submitted at the same time as the VCH plan submission, and the permit drawings are held near-final until VCH comments come back, because comments that change the kitchen layout have to be incorporated before the City issues.

Liquor service adds another stream. A licence from the Liquor and Cannabis Regulation Branch is required, and the category matters to the build. A food-primary licence is for an establishment whose principal purpose is serving food, which shapes the seating layout, the kitchen capacity, and the hours. A liquor-primary licence is for an establishment whose principal purpose is serving liquor, which typically brings different occupant load, ventilation, and washroom requirements through the Building Code. Which category applies is confirmed before the layout is finalized, because changing it later changes the drawings.
Commercial Kitchen Requirements
Three systems drive most of the kitchen budget and each carries its own permit or inspection.
A Type 1 exhaust hood is required over all commercial cooking equipment producing grease-laden vapours: fryers, grills, ranges, char-broilers. It captures grease-laden exhaust and routes it through all-welded steel ductwork, not standard sheet metal, sized to the airflow the equipment beneath it requires and accessible for cleaning at BC Fire Code intervals. In most Vancouver kitchens the duct penetrates the roof and terminates above the roofline, which means a roofing patch and flashing coordinated with the roofing trade.
A fire suppression system, Ansul or an equivalent UL 300 compliant system, sits over fryers, grills, and any open-flame equipment. Nozzles over each protected appliance, a pressurized agent cylinder, and a fusible link or electronic trigger. It requires a separate permit, a licensed fire protection contractor, and its own inspection, and it must be certified before the VCH final inspection can be scheduled.
A grease interceptor captures fats, oils, and grease before kitchen drain lines reach the City sewer. City of Vancouver sewer by-laws require one on every food service operation. Size is set by the fixture count and the cooking equipment type, and VCH specifies the required capacity during plan review. An exterior buried vault accessible from grade is the preferred location. Interior under-sink units are used in smaller operations, need cleaning as often as every 30 days, and are limited in capacity. Either way, the maintenance access point is confirmed in design, before concrete is poured.
Accessibility Code
Accessibility requirements come from the BC Building Code and are assessed against the occupancy classification the space is being built to. For a restaurant that means the accessible path of travel from the entrance through the dining area, accessible washroom provision, and the counter and seating provisions that apply to the occupancy.
The scope of what applies is set at the code review, and it is materially different for a change of use than for a renovation inside an existing food service occupancy. A change of use triggers a full code compliance review, and the City can require upgrades to fire suppression, accessible design, and mechanical ventilation to match the new occupancy type. That is one of the largest hidden costs in converting a retail unit into a restaurant, and it is identified at the pre-application meeting rather than discovered at plan review.

Grease interceptors, walk-in units, and the fire suppression system are priced separately and disclosed as line items rather than buried in a square-foot rate, because their cost is driven by the equipment list rather than by the floor area.
Dining room acoustics belong in the budget from the start rather than at the end. A reverberant room with high ceilings and hard surfaces produces a noise level that makes conversation difficult, which shortens dwell time. Acoustic panels, fabric wall treatments, upholstered seating, and open-cell ceiling elements are specified before construction and integrated into the ceiling and wall framing scope. The kitchen-to-dining partition matters too: a standard drywall partition reaches STC 35 to 40, which does not isolate a busy kitchen, while a decoupled assembly with acoustic batt reaches STC 45 to 50, which is the practical minimum. The service window is a deliberate break in that assembly, sized to the minimum functional dimension.

Ahead of that, allow 12 to 18 weeks of permit and VCH approval for a change of use, or 8 to 12 weeks for a renovation inside an existing food service occupancy. From design completion to opening, a realistic total for a table-service restaurant is 6 to 9 months.
The sequencing constraint that trips new operators is the inspection chain at the end. The fire suppression contractor needs access after the hood is installed. The suppression system must be certified and reviewed by a fire inspector before the VCH final inspection can be booked. The VCH final has to pass before the food facility licence issues. Those four events happen in that order and none of them can be compressed, which is why the last three weeks of a restaurant build are scheduled backwards from the opening date.
