Surrey's newer 1990s and 2000s housing in Fraser Heights and South Surrey commonly has higher basement ceilings — 8 feet or more — that comfortably meet the 2.4 metre minimum. City of Surrey Building Division processes secondary suite permits, typically in 4 to 6 weeks.

City of Surrey secondary suite permits are issued by the Building Division. The permit application requires drawings showing the suite layout, fire separation assembly, egress windows, separate entry, and mechanical provisions. Surrey's secondary suite permit review runs 4 to 6 weeks from application. Rough-in inspections cover framing, electrical, plumbing, and fire separation. The suite cannot be legally occupied until the final inspection is passed and the permit is closed.

Surrey does not impose the same strata restrictions that affect Vancouver secondary suite projects — most eligible Surrey properties are single-family detached homes not subject to strata approval. WorkSafeBC coverage is required on all Surrey permitted jobsites. Homes built after 2000 in Fraser Heights and Grandview Heights are most likely to have basement conditions that allow suite conversion without floor lowering.
